5th Labor Service Congress
The 5th Labor Service Congress was held at The Pinnacle Hotel and Suites in Davao City on April 24 2019. The theme for this Congress was “Latest Development in Labor Service Cooperatives”. The focus was on the new law on Occupational Health and Safety (OHS) that affect the benefits of employees and the new responsibilities of the employers. Also discussed were expectations of the Department of Labor and Employment in labor service cooperatives and the recent juris prudence on the labor cases. The last two topics were taken up in the context of the drive of labor union to outlaw the job contracting arrangement. The speakers in this event were Congressman Anthony Bravo, Ms. Myrla Paradillo and Mr. Abad Santos (CDA Undersecretaries), Mr. Ver Hilario (ULSCC Executive Director), Mr. Nicanor Pellejera Jr. (ULSCC Consultant), and Engr. Yolibelle Avinante (Senior LEO Regional OSH Focal).
4th Labor Service Congress
The 4th Labor Service Congress was held in Subic Bay Travelers Hotel at SBMA, Subic Zambales on April 19 & 20, 2018. The theme of the 4th Congress was “Breakthrough in Job Contracting”. Discussions were focused on the collaboration of cooperatives with government agencies, social enterprise, and other cooperatives. Cooperatives that went through successful business diversification shared their experiences and challenges that they faced. Among the invited speaker was Dr. Mohd Azlan Yahya (Angkasa Vice-President). He discussed government support on cooperatives and cooperative education in Malaysia. Other speakers were Mr. Roy Miclat (President of Cooperative Insurance System of the Philippines), Mr. Rodolfo Corpuz (AMCOOP General Manager), and Mr. Agrifino Torres (MAGSIGE Multipurpose Cooperative CEO).
3rd Labor Service Congress
The 3rd Labor Service Congress was held at Bohol Tropic Hotel on March 27 & 28, 2017. The theme for this Congress was “Labor Service Cooperatives: The Best Alternative in Protecting the Workers” ULSCC invited speaker from India through Uralungal Labour Contract Co-operative Society (ULCCS). The invited speaker was Prof. Saji Gopinath, the mentor of ULCCS and Dean of Indian Institute of Management. He showed how ULCCS was established by 14 laborers in 1925 and grew into a respected and sought-after construction cooperative, building roads and bridges for the government. Also invited were government regulators in DOLE, BIR, and a resource person from Senate to dialogue with cooperatives on legal compliance. All discussions were in the context of protecting the workers, their rights, and improving their lives. The other speakers were Mr. Jose Allan Bartolo (Public Relations Consultant), Dir. Agrifino Torres (ULSCC Vice-Chairman), Undersecretary Benjo Benavides (DOLE), Mr. Laurence Acierto (Committee Secretary of Senate Committee on Labor), and Mr. Roy Miclat (President of Cooperative Insurance System of the Philippines).
2nd Labor Service Congress
The 2nd Labor Service Congress was held at Royal Mandala Hotel in Davao City on April 28 & 29, 2016. The theme was “From Just Do It To Doing It Right”. This Congress was designed to take up the adjustments that must be made by labor service cooperatives to comply with legal requirements. It also aimed to correct certain misconception and poor image brought about by wrong principles applied by labor service cooperatives when they were new in the industry. The speakers were Mr. Ferdie Mangali (Human Resource Manager of Makati Development Corporation), Mr. Ernesto Cecilia (American Chamber of Commerce Labor Relations), Atty. Noy Ortigosa (Labor Lawyer), Mr. Laurence Acierto (Committee Secretary of Senate Committee on Labor), Dir. Alvin Curada (DOLE), Dir. Fe Caingles and Dir. Nonie Hernandez (Cooperative Development Authority), and Mr. Agrifino Torres (MAGSIGE Multipurpose Cooperative CEO).
1st Labor Service Congress
The 1st Labor Service Congress with the theme “Labor Service Cooperatives as Responsible Partner in Job Generation” was held on May 21 to 23, 2015 at Skylight Convention Center in Puerto Princess, Palawan. It was held in time for 100th anniversary of cooperative movement in the Philippines. It was the first time that all labor cooperatives gathered together to have a dialogue on common issues and challenges facing their sector. The resource speakers were Exec. Dir. Ray Elevazo and Dir. Fe Caingles (Cooperative Development Authority), Ms. Cielo Lopez (Workers Cooperative), Mr. Ernesto Cecilia (American Chamber of Commerce Labor Relations), Dr. Manny Santiaguel (Former CDA Chairman), Atty. Mel Hernandez (Dole Philippines Legal Counsel), Atty. Danilo Patron (Staff Search Asia Legal Counsel), and Mr. Ver Hilario (Management Consultant).
